To get Garuda, you need to complete the Vox Solaris quest on Fortuna to get her blueprints. After that, you can farm the rest of her parts from Orb Vallis bounties!

Just finished farming Garuda. Make sure to get the main blueprint from Vox Solaris, then do bounties on Orb Vallis for her parts. Good luck!

You can buy Garuda directly from the Warframe Market for Platinum if you're not into grinding bounties.
