Honestly, just play more. You'll start to see patterns and adapt accordingly.
Learn the basics like blocking and countering, then focus on pattern recognition. The CPU opponents can be predictable once you get the hang of it!
Pick Dhalsim, and keep zoning the CPU with those stretchy limbs. They usually have a hard time dealing with it.
