Just play the game man. Reach level 50, then level up, scrapping cards for perk coins along the way to upgrade or slot in those legendary perks. Simple as that.

To snag those legendary perks in Fallout 76, you gotta hit level 50 first. Once there, every time you level up, you get the option to swap in a legendary perk instead of a regular one.
