To get Limbo, you'll need to complete The Limbo Theorem quest. The quest comes in three parts, each giving you different parts of Limbo's blueprint. Do the quest by collecting proof fragments from Excavation missions on different planets. Enjoy the journey!

You can get Limbo by doing The Limbo Theorem quest line. It's available after you complete the Europa Junction on Jupiter. Good luck!
