Pokémon Sword and Shield introduced Mewtwo in special Max Raid Battles during in-game events, but it's not in the regular game. Keep an eye out for those events!

I caught Mewtwo in Pokémon Let's Go Pikachu/Eevee in Cerulean Cave after becoming the Champion. Just had to stack up on Poké Balls and patience.

In Pokémon Red and Blue, you can find Mewtwo in the Cerulean Cave (also known as the Unknown Dungeon) after beating the Elite Four. Bring lots of Ultra Balls!
