You unlock Race Awakening by collecting all the necessary fragments and upgrading your race at the NPC Arowe. Just follow the questline, and you'll be set!
Honestly, finding the Temple of Time and doing quests there isn't too hard, but you do need to be persistent. You'll get there!
Don't forget you need to be at least level 1000 and have the V2 of your race unlocked before you can even start the questline.
