Just keep fishing and completing those quests from the Angler NPC. Eventually, he'll drop the items you need: Weather Radio, Fisherman's Pocket Guide, and Sextant. Combine them at a Tinkerer's Workshop, and voila, Fish Finder!
Ugh, just buy it from someone. It's a grind fest to get it legit.
