You need to unlock the town first and then repair the train station. Once your town is up and running, the sanctuary will become available for you to unlock by repairing the sanctuary's entrance!
Simple—reach level 34 and then repair the train station in your town! All aboard to the sanctuary!
Start by reaching level 34, then fix the broken train in your farm. You'll need to complete a series of tasks in your town to unlock the sanctuary and start welcoming animals.
