As someone who's unlocked the sanctuary, I can tell you it's all about progressing to level 34 and getting your town in order. Repair the train station, get the town hall hopping, and boom—sanctuary animals!

You need to unlock the town first and then repair the train station. Once your town is up and running, the sanctuary will become available for you to unlock by repairing the sanctuary's entrance!
