To get the Truffle to move in, you gotta be a bit of a fungus fan. First thing's first, create a Mushroom Biome above ground. Do that by planting Mushroom Grass Seeds in Mud Blocks. When the area's big enough and looks like a mushroom wonderland, build a house there. Truffle won't settle for less, so make sure the house meets the usual NPC requirements. Wait a bit and voila, the Truffle NPC should move in soon!

I've had the Truffle NPC in my game, and trust me, creating that Mushroom Biome on the surface felt like a chore at first. But once it was done, and I built a proper house there, he moved in quickly. The effort was totally worth it for his unique items!

Just build a house in a surface Mushroom Biome. Seriously, it's that simple.
