To get past Toriel in Pacifist Mode, you need to repeatedly choose to 'Spare' her in the fight menu. It'll take a few tries, but she'll eventually let you go. Just keep sparing, and don't attack!

I did it myself! Just keep hitting 'Spare' and after a while, Toriel will see you're not a threat and let you pass.
