To get to the Robotics Bay, head to the Glacial Basin and look for tunnels that lead you to the Phi Robotics Center, easy peasy!

From personal experience, start at your Drop Pod, follow the map north to the Glacial Basin, and you'll find the Robotics Bay through some caves. Good luck!
