First, you gotta reach level 34 to unlock the Town area! Then, repair your train station and town hall. After that, complete the quests to unlock the Sanctuary. Easy as pie!

I just hit lvl 34 and fixed up the train station and town hall in my Town. Did the quests and now I have a Sanctuary full of animals! Best part of the game IMO.

Make sure you're at level 34. Then fix your train station and town hall in the Town area. Do the quests and boom, you're in the Sanctuary!

Just grind to level 34 and fix the Town stuff. Quests will lead you to the Sanctuary.
