To get Treasury Notes in Fallout 76, you gotta roll up your sleeves and complete Public Events and Daily Faction Quests. Each successful completion rewards you with these notes. Just remember, you can't start hoarding them till you finish the Wastelanders main quest where you first learn about Gold Bullion trading. After that, it's Treasury Note collecting time!
