Joining an open squad is simple! Just go to the Navigation console, select a mission, and make sure 'Public' is selected at the top. The game will automatically match you with an open squad!

Personal experience: Set matchmaking to Public, then pick a mission. Wait a few seconds and you'll join an open squad. Easy peasy!
