Just wait for a camper to show up at your campsite. If you got an amiibo, you can invite specific villagers to the campsite. Play their card games, win, and they might ask to move in. If your island's full, they'll randomly suggest replacing a current villager. You can keep talking to them until they suggest the villager you want to leave. It’s a bit of a grind but hey, no one said orchestrating villager moves was easy!

Complain to Isabelle? Nah. Sometimes, I swear they start packing just to spite me after I gave them the most attention. Seems like they can’t handle my love.

Patience is key! One way is to ignore the villager completely. Don't talk to them, don't fulfill their requests, and certainly don't whack them with your net (as tempting as it might be). Eventually, they'll feel snubbed enough to think about moving. Keep an eye out for a thought bubble over their head, which means they're considering a life change. Engage them in conversation, and they might just tell you they're planning to move. That's your chance to encourage them to go.
