Check the red LED lights on the top of your PS3 controller. They should be blinking while charging and turn solid once fully charged.

Plug your PS3 controller into the console and look for the flashing red lights. When they stop blinking and stay lit, it's fully juiced!

From my experience, just plug it in and wait for the lights. Flashing means it's charging, solid means it's good to go.
