From personal experience, you can also check the battery level on your PS4 menu. Go to 'Devices', then 'Controllers'. It'll show if it's fully charged.
Dude, just look at the light bar. When it stops glowing, you're good to game. Simple as that.
You can tell your PS4 controller is fully charged when the light bar turns off. While charging, it glows orange.
