From personal experience, I found linking outposts pretty straightforward. Just make sure you have enough resources to build those Cargo Links and connect through the map interface.
Just build Cargo Links at your outposts and open the map to connect them. It's like building a highway for your space stuff.
Why bother with linking? Just keep everything in one outpost. Less hassle.
