Pretty simple! Just hold down the 'C' key on your keyboard. This allows you to move the camera independently of your vehicle direction!
You can bind the free look command to another key or button via the settings if 'C' or R3 doesn't work for you.
War Thunder's controls can be a bit confusing at first. I recommend checking out some tutorials to get more familiar with them!
