Floor tool + deletion = stair opening. Done.
From personal experience, make sure to delete the floor where you want the stairs to go. Use the 'Delete' tool, then place your stairs. Easy peasy!
Select the 'Build' menu, click 'Stairs', then create an opening by removing the floor above where you place your stairs. Simple as pie!
Make an opening by deleting the floor directly above the stairs. That's it!
