You need to visit the PlayStation Network section on your PS4 or PS5, select 'Sign Up for PSN,' and fill in the required info. Voila, master account created!

I've done this a few times. Simply head to the PlayStation Network page on your console, hit 'New to PSN? Create an Account,' and follow the steps.
