You can create a PSN sub account through the PlayStation website: Sign in to your master account, head to the Family Management section under Account Settings, and click 'Add Family Member'. Follow the steps to set up the sub account.

To make a PSN sub account, log into your master account on your PlayStation console, go to Settings > Family Management > Add Family Member > Create User, and follow the prompts to set up the sub account. Easy peasy!

As someone who set up a PSN sub account for my kid, I recommend doing it directly on the console. It took about 10 minutes, tops!
