To make pathways in Animal Crossing: New Horizons, you gotta unlock the Island Designer app first. Tom Nook gives you this app after you get K.K. Slider to perform on your island. Once you have the app, open it, select the 'path' option, and then just start laying down your paths wherever you want them on your island. You can choose different styles or even customize your own!
