Click on 'Settings' at the top of your Page, then 'Page Roles' from the left-hand menu. Enter the person's name/email, choose 'Admin', and save.

Easy peasy! Just go to your Facebook Page, click 'Settings', then 'Page Roles'. Add the person's name or email and set them as Admin!
