Honestly, while the flamethrower sounds cool, I'd argue there are better weapons out there for your time and resources. But if you're set on setting things on fire, just follow the recipe!
Just get the ingredients and craft it. You need Iron/Lead Bars, Souls of Fright, and Illegal Gun Parts. Use a Mythril/Orichalcum Anvil. Easy peasy.
