Hey there! To make a tire in Infinity Craft, you'll need rubber and steel. First, gather some rubber (usually found in jungle biomes) and then smelt some iron to get steel. Combine them in your crafting table, and voilà, tire ready!

From my experience, you'll find rubber in jungle biomes. Once you get that, mix it with steel in the crafting table. Done!
