Ok, from your PS4 home screen, head to 'Library,' then 'Applications,' and select 'Capture Gallery.' Choose your video, hit 'Options,' and tweak your share settings to private visibility.

You can't really make them private on PSN directly, but you can restrict who sees them on social media when you share.

Go to 'Settings' > 'Sharing and Broadcasts' > 'Share Settings.' From there, choose 'Video Clip Settings' or 'Screenshot Settings' and adjust privacy settings. Voila! Your videos are now private.
