Honestly, just get the 'Rthro' avatar packages and adjust the heights there. They're designed to give you much more control over character size.
If you want a really small avatar, consider getting specific bundles like the 'Jester Equinox' or 'Elemental Crystal Golem' that naturally come with smaller body parts. This way, you can appear shorter even if the scale sliders are all the way down.
Just use the Body Scale slider to shrink your character in the Avatar Editor. No fancy tricks needed!
