To keep your Facebook cover photo private, adjust the privacy settings for the album containing it. Just go to your profile, click on 'Photos', then 'Albums', and look for 'Cover Photos'. Click the little globe icon and select 'Only Me' or whatever you prefer!

Changing your cover photo visibility isn't possible directly, but you can adjust settings for those cover photo albums!
As of now, there's no direct way to make your cover photo private entirely due to Facebook's design.
Been there, tried to hide it, but cover photos are always public. Facebook's rules!
