You can't make custom hair unless you're a UGC creator. Better just browse the catalog for styles you like!

Creating your own hair on Roblox isn't possible for regular users. You can, however, design hair in programs like Blender and then upload it if you are a UGC (User-Generated Content) creator. Otherwise, you’ll need to stick to what’s available in the Roblox catalog!
