To meet Redd in Animal Crossing, you first gotta unlock the museum upgrade by donating at least 60 items to Blathers. After that, Isabelle will warn you about art forgeries, and the next day, Redd will show up at your island's secret beach on his treasure trawler. Just head over to that shady spot on your map and introduce yourself!

Honestly, I met Redd by accident while wandering around. Make sure your museum is all upgraded, and then keep an eye out for a dodgy fox on your beach. Best of luck!
