To mine Cobalt in Terraria, you'll need a Hardmode drill or pickaxe that's capable of mining it, which means you need at least a Palladium, Cobalt, or Molten Pickaxe. Cobalt is the first tier of Hardmode ores you'll encounter, so make sure you've defeated the Wall of Flesh to switch your world into Hardmode, then smash some Demon/Crimson Altars with the Pwnhammer to spawn Cobalt in your world. just use a strong enough pickaxe lol, like anything that's hardmode tier like the Palladium Pickaxe and you're set to mine Cobalt. not rocket science.
I totally messed up the first time trying to mine Cobalt cause I didn't realize my world needed to be in Hardmode first. Make sure you defeat the Wall of Flesh, smash those altars, and get a decent pickaxe. Trust me, it saves you the headache!
