You gotta study the practice tests and memorize the answers. Then, just hit up the Licenses section in Activities and pass the exams. Easy peasy!
Honestly, just keep retrying the tests until you pass. It's all about persistence and a bit of luck!
When I got every license, I just kept spamming the test and memorizing the answers. It took a while, but totally worth it!
