First, build the Community Center if you haven’t yet. Then, get your two Sims engaged, buy a wedding arch, set it up in your desired location, and select 'Get Married' when your Sims are ready. Congrats, you're now virtually hitched!

I've done this like a bazillion times! Get your Sims engaged, buy a wedding arch from the Home Store, plop it down somewhere pretty, and have your Sims use it to tie the knot. Voila, wedding bells!
