From my experience, just buy a foosball table from the Home Store, plop it somewhere in your house, and make your Sim play with it. It's that simple!

Get a foosball table from the Home Store under the 'Living Room' section, place it in your house, click on it, and choose 'Play Foosball.' Boom, foosball time!

To play foosball in The Sims FreePlay, you'll need to buy a foosball table from the Home Store (Sims icon > Living Room > Hobbies) and place it in your Sim's house. Once it's set up, just have your Sim interact with the table and select 'Play Foosball!' Easy peasy!
