First, you need a survivor to reach 'Hero' status by completing tasks and missions. Once they're a hero, go to the community screen and select 'Promote Leader.' Simple as that!

Max out a survivor's standing, open the community screen, and hit 'Promote Leader.' Boom, you've got yourself a leader!
