You can't directly refund V-Bucks, but you can refund items purchased with them. Go to the Account and Privacy section in the settings, then select 'Submit a Request' to start the refund process.
In Fortnite, you can't get V-Bucks refunded. You can only refund items purchased with V-Bucks using your lifetime Return Requests.
