Easy peasy! Just press and hold the 'Sprint' button while you're underwater. On PlayStation, that's the 'X' button, and on Xbox, it's 'A'. If you're on PC, keep hitting that 'Shift' key. Your character will start swimming towards the surface. No scuba gear required!
