Head to Settings > Parental Controls/Family Management > PS4 System Restrictions. Enter the passcode (default is 0000), then adjust or disable restrictions!

Go to Settings, then select Parental Controls/Family Management. You'll need to enter the system restriction passcode. If you've never changed it, the default is 0000. From there, you can turn off the parental controls.

You just go to Settings, click on Parental Controls/Family Management, and then go to PS4 System Restrictions. Enter the passcode (it's usually 0000 if you haven't changed it), and you're good to go!
