One word: dodging. Go to Skylands, fight those quick-hitting NPCs, and focus on evading their attacks to build up your Observation Haki. Keep at it until you level up!
I spent hours dodging those Skylands NPC attacks, and my Observation Haki went through the roof! It's a grind, but worth it.
