Turning in the soldier certificate in Fallout 76 is pretty straightforward. You'll need to complete the initial steps of the Brotherhood of Steel questline. Once you've done that, head to Fort Defiance. There, you'll find a terminal on the third floor. Use that terminal and you'll have the option to turn in your soldier certificate. Boom, you're now a step closer to joining the ranks of the Brotherhood!
