Easy peasy! On mobile, open the Facebook app, go to Settings & Privacy > Settings > Media, and toggle off 'Autoplay Videos'. On desktop, click the down arrow in the top-right corner, select Settings & Privacy > Settings > Videos, and set 'Auto-Play Videos' to 'Off'.

Took me forever to find this! On desktop, go to the down arrow > Settings & Privacy > Settings > Videos > Auto-Play Videos > Off. On mobile, go to Settings & Privacy > Settings > Media and Contacts > Autoplay > Never Autoplay Videos.
