Start by heading inside the plant, and you'll find a quest start point that activates the event. You'll need to repair the plant by fixing cooling systems, generators, and pipes. It's a bit of a scavenger hunt with some combat mixed in. Once you've repaired enough of the plant, head to the control room and restart the plant from the terminal. Voila, power's back on!
