To turn on the power plant in Fallout 76, you gotta first complete the 'Powering Up' event associated with the plant you're at. There are three of them: Poseidon, Monongah, and Thunder Mountain. Start by heading inside the plant, and you'll find a quest start point that activates the event. You'll need to repair the plant by fixing cooling systems, generators, and pipes. It's a bit of a scavenger hunt with some combat mixed in. Once you've repaired enough of the plant, head to the control room and restart the plant from the terminal. Voila, power's back on!

Honestly, turning on a power plant in Fallout 76 isn't worth the effort. Just build generators at your camp.
