To turn ore into scrap in Fallout 76, you gotta use a Chemistry Station. Just walk up to any Chemistry Station, select 'Smelting' from the crafting options, and voila! You can convert those lumps of ore into useful scrap. Make sure you've gathered enough Acid though, 'cause smelting ores into scrap requires Acid as a crafting component.
