Easy peasy! Just go to Contacts, click the gear icon (Settings), then go to Blocked Contacts. Find the person you want to unblock and click Unblock.
Open Skype, go to your profile pic > Settings > Contacts > Blocked contacts. Find the person and hit Unblock.
Why'd you even block them? But sure, go to Contacts tab, find the Blocked list, and click Unblock next to their name.
