Just keep spamming those 'Be Funny' and 'Be Flirty' interactions until your Sims are Partners. Then, the 'Be Romantic' option will pop up like magic!

To unlock 'Be Romantic' on Sims FreePlay, you need to make sure your Sims have a romantic relationship level of Partners. Start by selecting 'Be Nice' or 'Be Flirty' and work your way up!
Romantic stuff only unlocks after your Sims are Partners. Keep flirting and being nice until you get there.
In my experience, I found it's quickest to alternate between 'Be Nice' and 'Be Flirty'. You'll get them to Partners in no time!
