Just keep playing! Characters will challenge you after a few matches, and if you beat them, they join your roster.
From my experience, the best way to unlock characters is to use the Smash Mode. Play matches continuously, and new challengers will appear after a while.
A hot take: Just buy the DLC packs. It's faster and sometimes the characters are exclusive!
