To unlock Debug Mode in Sonic Mania, just input the code Up, Up, Down, Down, Up, Up, Up, Up on the main Title screen as Sonic winks at you. Then just hit the D-pad in any level select menu, and you're ready to debug!

I tried the Up, Up, Down, Down, Up, Up, Up, Up method on the title screen while Sonic gives you that wink. Worked like a charm!
