I got mine by completing the Jefferson Trade Center mission. Just revisit it at a higher difficulty.
Honestly, just grind those Control Points. Each one you capture has a chance to give you an extended mag blueprint.
To unlock the extended mag, just keep playing! Reach level 30, and you can get it by completing specific missions and activities.
Not gonna lie, RNG plays a big role. Sometimes it's just pure luck, so keep looting and hope for the best!
