Unlocking food to plant in Fallout 76 is all about the green thumb life! You gotta scavenge the wasteland first. Basically, find wild versions of the plants you wanna grow at your base. Pro tip: just pick up the plants you find while wandering around. That's literally it. Plant them at your camp, and bam, you're a farmer.
